Possibly some of both. But let's face it, there IS some difference...
Ray only has one love interest in the canon (Elaine Furhman in "Look Homeward, Ray"), and she only appears once, in an early episode, and is never even referenced again. That gives a prospective writer a lot more leeway in creating their own love interest for Ray.
Winston had a steady girlfriend in the canon, but was never named and, save her one appearance in RGB#23, never appeared on camera. Again, leaving writers a lot of leeway to define her as they like (which Brian Reilly did for the GBOT continuity, naming and defining her as Kaila MacMillan)
Venkman of course has Dana...but Dana is (as we've discussed before) never even mentioned in the animation, so it's a lot easier to write her out. Combine that with Venkman's Ladies Man persona in his younger days, and it, again, becomes far less grating to justify Venkman with other women.
Egon, of course, is a different case. He has a clearly defined love interest who is present and active in every incarnation of the franchise, and is clearly presented as her love interest in every one of them save the second movie and the iBook novel. And look how hard she had to work to finally get him to admit he loves her--having some new character come in and have him "notice her immediately" or some bullsh*t is entirely unconvincing, and...
